Building in Incline Village takes a Washoe County permit. Work near the lake also takes a review by TRPA, the bi-state agency for the Tahoe basin. File county permits on the OneNV portal. How much you can pave or build on your lot depends on its TRPA land class, from 1 to 30 percent.

Two offices, two approvals

Washoe CountyIssues the building permit. Covers framing, electrical, plumbing and roofs.
TRPAReviews projects that touch land coverage, the shoreline or lake clarity.
BothMost lakefront remodels and any new coverage near the water.

Who TRPA is

The Tahoe Regional Planning Agency is a bi-state agency. California, Nevada and Congress created it in 1969. It is not federal. Its job is to protect the lake's clarity, so it limits what can be built on each lot.

What coverage means

Coverage is the share of a lot that can be paved or built on. Roofs, driveways and decks count. TRPA sets the limit by land class. A steep, wet lot near the shore gets a low limit. A flat lot away from the lake gets a higher one.

Land class 1a, 1b, 1c and 21 percent of the lot
Land class 35 percent
Land class 420 percent
Land class 525 percent
Land class 6 and 730 percent

On a 10,000 square foot lot in class 4, that is 2,000 square feet of roof, drive and deck. The number decides whether you can add a deck, a driveway or a garage. TRPA can tell you your lot's class.

How to get a building permit

  1. Find your lot's TRPA land class and your coverage.
  2. Make an account on the Washoe County OneNV portal and apply for the county permit.
  3. If the work touches coverage, soil or the shoreline, apply to TRPA too.
  4. Expect inspections as the work moves along.

What is on the county's list

Big projects go to hearings. The Waldorf Astoria project asked Washoe County for more time. Its Planning Commission date is tentative for Nov 4, 2026. A guest unit at 1615 Pine Cone Circle is in county review, tentatively Oct 23, 2026. Dates move, so check the table above.
